OCAD cannot do that.
We organized the European Champ last year. Link a map. We used the same size for number and code. That's not a problem because (all) others do it in the same way. Nobody complaints. So we recommend to use the same size.

How is it possible to achieve this presentation "in one step". (bigger and smaller texts)
